Nothing is lost. All puzzles are immediately placed in the catalog and available for solving.
the Main function of moderation is to weed out work that is not a place, while not delaying publication. The only thing that is affected by the sign "is moderating" is that of the puzzle/Jacob will not yet be created other puzzles.

the formula is complicated, no fixed number. depends on the weighting of votes, number and type of assessments and other factors.
